Building on this momentum, the Government recently approved the BioE3 Policy (Biotechnology for Economy, Environment and Employment). The policy, announced in 2024, is a bold attempt to industrialize biology, scale up biomanufacturing, and position the country as a global leader in the emerging bioeconomy.
The BioE3 framework rests on three pillars: strengthening the economy through biotechnology-led growth, protecting the environment by promoting sustainable practices, and expanding employment opportunities through innovation-driven industries.
By connecting with national missions such as Green Growth, Net Zero commitments, and Lifestyle for Environment (LiFE), BioE3 goes beyond sectoral development. It is designed as an enabler of India’s larger ambition, Viksit Bharat by 2047 where economic progress and environmental responsibility move hand in hand.
Core Focus Areas:
The policy identifies six thematic areas where biotechnology can deliver maximum impact:
- 1. Bio-based chemicals, polymers, and industrial enzymes to replace petroleum-derived products.
- 2. Smart proteins and functional foods that meet nutrition and sustainability needs.
- 3. Precision biotherapeutics, including advanced cell and gene therapies.
- 4. Climate-resilient agriculture that can withstand changing weather and resource stress.
- 5. Carbon capture and utilization, turning emissions into usable resources.
- 6. Marine and space biotechnology, opening frontiers for future applications.
Together, these domains are expected to tackle pressing challenges while building industries of tomorrow.
Innovation Infrastructure: The "मूलांकुर" Enablers
For any policy to move from vision to reality, robust infrastructure is essential. Under BioE3, this is addressed through the creation of a network of enablers called "मूलांकुर".
This network will host:
- · Biofoundries, where ideas are rapidly taken through the Design–Build–Test–Learn cycle.
- · Biomanufacturing hubs, enabling pilot-to-scale production.
- · Bio-AI centres, integrating digital tools with biological research for faster and more efficient outcomes.
Such infrastructure will allow researchers and start-ups to validate technologies at scale, reduce the cost of innovation, and accelerate commercialization.
Economic and Social Impact
The BioE3 Policy is ambitious in scope. It seeks to grow India’s bioeconomy from its current size of about $130 billion to nearly $300 billion by 2030. Importantly, the policy is also expected to generate new employment avenues, particularly in Tier II and Tier III cities, where biomanufacturing hubs will be located close to biomass resources and regional R&D institutions.
The focus on a circular bioeconomy, where waste streams are converted into valuable products further strengthens the policy’s commitment to both sustainability and inclusive development.
Recent Developments
The enthusiasm around BioE3 is already visible. The first set of calls for proposals launched under the policy attracted over two thousand submissions from academia and industry. Areas such as precision therapeutics, smart proteins, and climate-resilient crops have drawn wide participation, indicating a strong ecosystem ready to take advantage of the new framework.
India has also made its mark globally by initiating its first biological experiment aboard the International Space Station, highlighting the forward-looking vision of BioE3.
The BioE3 Policy represents more than a biotechnology roadmap, it is a national commitment to sustainable growth, clean technology, and new employment generation. By building the right infrastructure, encouraging entrepreneurship, and nurturing talent, India is preparing itself for a future where biology is not just a tool for laboratories, but a driver of mainstream industry.
